The UK and US have hammered out a important trade agreement that will ensure zero duties on UK pharmaceutical exports being sold in the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has pledged to boost spending on pharmaceuticals through the public health system. This move secures that import taxes on these key products will be held at zero for a timeframe of 36 months.

This agreement is in response to previous statements to significantly raise duties on patented drug imports, with increases floated as high as double the cost.

"This agreement with the UK reinforces the international landscape for innovative medicines and brings long-overdue balance to American-British pharmaceutical trade," an announcement noted.

Economic Importance

Pharmaceuticals constitute one of the Britain's biggest export categories to the United States, which is clearly the primary market for major British pharmaceutical firms.

Statistics indicate that in the one-year period prior to last September, the UK exported drugs valued at over eleven billion pounds to the US. This value made up a significant portion of total UK exports in that period.

"This agreement safeguards employment, boosts funding and facilitates the UK to become a global hub for biotech and pharma," the Business and Trade Secretary commented.

Specific British Pledges

The pact includes several key commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it deems new medicines to be too expensive by a quarter.
  • Increased NHS Spending: There is a aim to double total NHS spending on treatments from 0.3% of GDP to 0.6% over the coming ten years.
  • Rebate Cap: The percentage manufacturers must return to the NHS to stay within budget will be restricted at fifteen percent. Previously, rebates exceeded twenty percent.

Broader Context

The pact follows a long-running dispute between the sector and the British authorities over spending levels and approval rates.

These tensions were intensified by claims that US customers were paying several times more for the same drugs than consumers in the other developed nations.

Over the last 18 months, several large pharmaceutical investments in the UK have been halted or abandoned, while substantial expansions have been announced toward American operations.

The Science Minister stated that the NHS must increase expenditure on treatments, noting that its budget allocation on drugs had decreased as a share of its resources over the past decade.
